Foster & Foster Construction, LLC is a heavy highway construction company built on decades of hard work, industry insight, and a commitment to quality infrastructure. Douglas Foster spent 28 years leading construction efforts at AT&T before retiring in 2002. He and his wife, Brenda, then co-founded Pinnacle Excavation, LLC, focusing on underground telecom infrastructure throughout North Texas. In 2004, they secured a contract with AT&T to install copper and fiber optic systems in new residential and commercial developments. This significant milestone marked the beginning of their impact on the region’s utility landscape.
Advancing Through Mentorship and Statewide Recognition
With DBE certification, the Fosters entered TXDOT’s Linc mentoring program, which helped them access highway construction opportunities and build essential business skills. Their momentum continued in 2006 when Pinnacle Excavation was one of only 25 firms selected for the Texas Business of Workforce Development (TBOWD) pilot program. TBOWD earned team certifications in estimating, finance, traffic control, safety, and construction law. These efforts positioned them to win major utility relocation contracts on two of Texas’s most significant infrastructure projects: the DFW Connector and the LBJ Express.

2010 Douglas and Brenda Foster founded Foster & Foster Construction, LLC, headquartered in Richardson, Texas. Brenda now leads the company as President, with Douglas serving as CEO. While the name has changed, their expertise, values, and commitment to excellence remain the same. Their new venture is MBE, DBE, and SBE certified and registered with TXDOT, bringing over 37 years of industry experience to every job.
